Public ecological organization of the Republic of Tajikistan «Foundation to Support Civil Initiatives» (FSCI, Dastgirie-Center) was established by a group of enthusiasts in early 1995, during a difficult period of civil uprisings. FSCI received a legal status on 1 June 1995. The main mission of FSCI is to support the development of the civic sector of the republic through the implementation of various ecological initiatives targeted towards environment protection, sustainable development, creation and realization of natural resources management.

 

FSCI began its activities with the most critical challenge of that time: a creation of civil society in the republic. The launch of the country’s first Information Consulting Center in 1996, aimed to support the development and strengthening of the republic’s new non-governmental (third) sector, served as a strong incentive for the growth of public social and environmental organizations in Tajikistan. FSCI is still actively involved in the area of civic society strengthening. However, the range of its clients has expanded to include local authorities, government organs, international and public organizations, rural NGOs, dehkan (farmers) households, and Jamoat support centers. In addition, FSCI created a comprehensive library for other public organizations and is constantly being upgraded in terms of size and quality of content. Since 1997, FSCI has been regularly publishing information bulletins to highlight the results of its projects and activities.

 

As FSCI strengthened and grew professionally, it increased its focus of activities. Today FSCI’ main activities and services include the following:

 

  • informational and consulting support for the development of public organizations and initiative groups;
  • local environmental management;
  • desertification and land degradation;
  • waste management and chemical safety;
  • integrated management of water resources;
  • Earth Charter, international educational document on sustainable development;
  • Environmental policy and education.

In addition, FSCI coordinates a number of international and regional programs on sustainable development and environmental protection and actively takes part in their implementation. FSCI aims to strengthen existing and create new ways of collaboration on international, regional and local levels.

Public Organization “Foundation to Support Civil Initiatives” pays a special attention to the strengthening of social partnership with all sectors of the society and to increased involvement of the republic’s non-governmental sector in the government’s decision-making process.
